Due to paucity of time, I am confining myself to the conditions of the North-Eastern States. All hon. Members of the House know very well that the North-Eastern region has for long been neglected, for years together. The region is isolated from the rest of the country. Even after 57 years of Independence, six of the seven State capitals of the region are not connected by rail. So, I strongly demand allocation of more funds so that the various on-going projects could be completed, survey for new projects could be taken up, new railway lines could be laid, existing single lines could be converted into double lines, gauge conversion could be speeded up and renewal of tracks and electrification could be undertaken.
The extension of the Naupada-Gunupur rail line of 90 kms. currently undergoing gauge conversion be extended to Thuruvali, of another 70 kms.

As many as 25 MOUs have already been signed. The implementation of these projects will require movement of an additional 50 million tonnes of traffic, both raw materials and finished projects. If the projects being contemplated by the Tatas, Essar, Sterlite and Posco are taken into account, the figure it is estimated, will jump to 100 million tonnes. Therefore, my anxiety is to have bettter connectivity to move larger volumes of freight which will bring in more revenue to the Railways. Threfore it is necessary to form a corpus fund of the size of atleast Rs.3000 crore which can be invested periodically for the development of connectivity in Orissa.
Soft loan can be raised for some other important projects. These include important projects like Hassan to Bangalore via Shravanabelagola (New Line), Kadur - Chikmagalur – Sakleshpur (New Line), Bangalore – Satyamangalam via Kanakapura (New Line), Hubli to Ankola (New Line), Chamarajnagar to Mettupalayam (New Line), Munirabad to Mahboobnagar via Raichur (New Line), Bidar to Gulbarga (New Line), Mysore to Chamarajnagar (Gauge Conversion), Shimoga to Talguppa (Gauge Conversion), Yashwanthpur to Tumkur (Doubling), Hospet to Toranagallu (Doubling) and Bangalore – Whitefield – KR Puram (Quadrupling Bangalore).
A new concrete sleeper plant at Harihar has been announced and the project, namely, doubling of lines – Mangalore to Shoranpur have been expedited. Some doubling lines are near completion like Thornagallu-Hospet, Hagari-Bellary and Bangalore-Bidadi. Gauge conversion lines like Bijapur-Basavanabagewadi of Sholapur – Gadag and Saklesh-Subramania Road of Hassan-Bangalore are nearing completion.
With humble thanks, I would like to conclude.* श्री आनंदराव विठोबा अडसूल (बुलढाणा) : सभापति जी, यहां रेल मंत्री जी और उनके दोनों सहयोगी रेल राज्य मंत्री जी भी बैठे हैं। मैं जब पहली बार ११वीं लोक सभा में चुन कर आया था, तो मैंने अपने निर्वाचन क्षेत्र के लोगों की भावना और जरूरत को ध्यान में रखते हुए रेल बजटों पर रात को दो-तीन बजे, जब भी मुझे मौका मिला, अपनी मांगों को रखा। दुर्भाग्य से अभी तक मुझे कोई यश नहीं मिला। मैं महाराष्ट्र के विदर्भ क्षेत्र से आता हूं, जो अत्यंत पिछड़ा हुआ क्षेत्र है। मेरे निर्वाचन क्षेत्र बुलढाणा में कोई औद्योगिक विकास या इरीगेशन के साधन नहीं हैं और न ही कोई अच्छे रास्ते हैं। इसलिए वहां के लोगों की बहुत दिनों से मांग है कि उस क्षेत्र में एक रेलमार्ग होना चाहिए। अंग्रेजों के जमाने में १९२६ में उसका सर्वे हुआ था। वह मार्ग जलाना से सेगांव है। जलाना साउथ सेंट्रल रेलवे का बड़ा स्टेशन है और सेगांव सेंट्रल रेलवे का स्टेशन है। दोनों को जोड़ने के लिए करीब १५० किलोमीटर की दूरी है। अगर यह रेल लाइन बनती है तो मराठवाड़ा के नौ जिले और विदर्भ के ११ जिले जुड़ जाएंगे। लोगों को इससे सुविधा होगी और उससे आदान-प्रदान होगा। जैसे कहा जाता है कि पहले अंडा या पहले मुर्गी, उसी तरह यह भी है कि विकास पहले या रेलवे पहले। जहां रेल जाती है, वहां अपने आप विकास हो जाता है, क्योंकि वहां औद्योगिकरण हो जाता है। इसलिए हमारे क्षेत्र विदर्भ और मराठवाड़ा के लोगों की मांग है कि वहां यह रेलमार्ग होना चाहिए। मैंने इस मांग को कई रेल बजटों और रेलवे की अतरिक्त मांगों पर चर्चा के समय भी उठाया है। लेकिन मुझे अभी तक इसका यश नहीं मिला।
