In the year 1982, Sarkaria Commission was appointed to go into the entire gamut of Centre-State relations and the Sarkaria Commission presented its report sometime in 1989. Then, the Inter-State Council which was also constituted under the Constitution is a very important body. It was created in May, 1990 to consider the recommendations of the Sarkaria Commission. All the Chief Ministers again are the members of the Inter-State Council created under article 263 of the Constitution. Its importance can be gauged from the fact that no less a person than the Prime Minister of India presides over it and even the 80th Constitution Amendment regarding devolution of finances between the States and the Centre was preceded by a Resolution of the Inter-State Council. Such an important body already exists in our country.
Keeping the Eleventh Finance Commission’s recommendations and the 80th Amendment of the Constitution, which gives 29 per cent, I think, in terms of all these things, for the present there is no necessity, there is no justification immediately to have an amendment. Let us also study the Review Commission Report. The Central Government will take some time to study the Review Commission Report, which has now become available. After that, we can certainly take a final view. We can have a wide-ranging debate because it is not a simple matter. All aspects have to be taken into consideration.
