श्री लाल कृष्ण आडवाणी (गांधीनगर) : अध्यक्ष महोदय, मेरे सहयोगी श्री प्रभुनाथ सिंह जी ने स्थगन प्रस्ताव रखा है, मैं उसका समर्थन करने के लिए खड़ा हुआ हूं। पिछले रविवार को हैदराबाद में जो दो बम विस्फोट हुए हैं और 44 लोग मर गए, जिनमें से कई तो महाराष्ट्र से गए हुए इंजीनियरिंग स्टूडेंट थे, अहमद नगर के कॉलेज के भी थे, वह एक लेजर शो था या गोकुल चाट का स्थान था, वह स्थान ऐसा है कि वहां सब प्रकार के लोग होते हैं, वहां अलग-अलग प्रदेशों की बात छोड़िए उसमें कई इनोसेंट मुसलमान थे, उनकी भी मृत्यु हो गई। इसमें कोई संदेह नहीं कि आतंकवादी आतंक पैदा करने के लिए बम विस्फोट करते हैं, इसमें उनका कोई सरोकार नहीं है कि कौन मरता है या कौन नहीं मरता है, इसमें सब मर जाते हैं। इसलिए इस पर चर्चा जरूर होगी, यह मैं जानता था लेकिन मैंने स्थगन प्रस्ताव दिया तो इस बात का अहसास करते हुए कि स्थगन प्रस्ताव शासन की विफलता के बारे में होता है। मैं आपका आभारी हूं कि आपने इसे एडमिट करके सदन की राय पूछी और जब महत्वपूर्ण लोग इसके समर्थन में खड़े हुए तो आपने चर्चा की अनुमति दी। मुझे लगता है कि देश भर में जम्मू-कश्मीर के बाद आतंकवाद का जो हॉट बेड अब बना हुआ था, वह मुम्बई था। जहां पर 1993 में पहला भयंकर सीरियल बम ब्लास्ट हुआ और जिसका केस चलते-चलते अभी समाप्त हुआ है। लेकिन समाप्त होने के बाद जो दो प्रमुख अपराधी थे, वे आज तक गिरफ्त में नहीं आए।[r8]

But as I said, … मैं इस बात में विश्वास नहीं करता कि आतंकवाद को किसी सप्रदाय से जोड़ना चाहिये। नहीं जोड़ते हुये भी मैं यह जानता हूं कि अगर कहीं आतंकवाद होता है और जनता में अविश्वास पैदा होता है  तो पंजाब में जब हुआ था, उस समय के शासन ने जिस तरह का व्यवहार सिक्खों के साथ किया, मैं उसका प्रत्यक्षदर्शी हूं। इसलिये, कभी-कभी ऐसी स्थितियां आ जाती हैं। अगर आप उन स्थितियों में तुष्टिकरण करेंगे तो समझा जायेगा कि आप किसी सप्रदाय का तुष्टिकरण नहीं कर रहे हैं बल्कि आतंकवाद का तुष्टिकरण कर रहे हैं...( व्यवधान)
