श्री अनंत कुमार : इकोनॉमिक सर्वे को पेश करते हुए सभापटल पर रखते हुए चिदम्बरम जी ने उस इकोनॉमिक सर्वे में कहा -

“The economic fundamentals appear strong and balance of payments is robust. Although there are short term pressures on prices, the outlook for the year is benign and the Government is fully alert. The growth will be sustained by increase in production and value addition in agriculture, a marked improvement in industrial production and continued buoyancy in the performance of the service sector. ”   यह स्टेटमैंट इकोनॉमिक सर्वे के मुताबिक माननीय चिदम्बरम जी ने 2004 में देश के सामने रखा। उपाध्यक्ष महोदय, आठ साल बीत गए लेकिन इन आठ सालों में इन्होंने देश की आर्थिक व्यवस्था की क्या स्थिति बनाई, इस बारे में मैं कुछ नहीं कहना चाहूँगा, लेकिन माननीय प्रधान मंत्री जी का संबोधन मैं आपके सामने रखना चाहूँगा। माननीय प्रधान मंत्री मनमोहन सिंह जी ने 22 सितम्बर को देश को संबोधित किया और देश को संबोधित करते हुए उन्होंने कहा -
 “Where would the money for this have come from? Money does not grow on trees.”   I want to tell the hon. Prime Minister that definitely money does not grow on tress. Nowadays under the UPA Government, it grows in coal mines;  कोयला खदानों में, पाताल में होता है। It grows in Aasmaan, aakaash as the hon. Members of the Trinamool Congress said, in 2G; and it also grows in Wal-Mart!   He continued saying that if we had not acted it would have meant a higher fiscal deficit.  That means the hon. Finance Minister is agreeing that the fiscal deficit is getting higher and higher.  Expenditure vis-à-vis Government income is un-checked.  This would lead to further steep rise in prices and a loss of confidence in our economy which has already happened.  The prices of essential commodities would rise faster. Both domestic as well as foreign investors would be reluctant to invest in our economy.  Interest rates would rise.  Our companies would not be able to borrow from abroad. Unemployment would increase.  Unfortunately, Sir, बहुत दुर्भाग्यपूर्ण बात है कि हमारे प्रधानमंत्री जी ने कहा कि देश वर्ष 1991 की आर्थिक स्थिति में पहुंच रहा है।  “The last time we faced this problem was in 1991.  Nobody was willing to lend us even small amounts of money then”.  I would like to ask the hon. Finance Minister while debating on this Supplementary Demand if the entire economy has reached a situation or inching towards the situation of 1991 bankrupcy,  आपको भारत के सोने को विदेशी बैंकों में गिरवी रखना पड़ा, यदि आज वह स्थिति वापस आ रही है तो उसका कारण क्या है? पिछले आठ साल से इस देश पर कौन हुकूमत कर रहा है? इसके लिए कौन जिम्मेदार है? इसके लिए जिम्मेदार कांग्रेस है, श्रीमती सोनिया गांधी हैं, क्योंकि नेशनल एडवाइज़री काउंसिल की वह चैयरपर्सन हैं। ज़िम्मेदार मनमोहन सिंह जी हैं, वित्त मंत्री जी आप खुद हैं, मोंटेक सिंह आहलूवालिया जी हैं और यूपीए सरकार है। मैं यह भी कहना चाहूंगा SHRI K. BAPIRAJU : I am also quite old, 35 years old in politics.  You are knowledgeable also.  Please exhibit your knowledge so that we enjoy listening to you.  Why are you speaking so low?… (Interruptions)
