SHRI DEVENDRA PRASAD YADAV : You are right. प्राकृतिक आपदा प्रभावित राज्यों के लिए एक हाई-पावर कमीशन बनाएं और उसमें नौकरशाहों को न रखें। जो जनप्रतनधि लोग हैं उनको रखें। वह कमीशन प्राकृतिक आपदा वाले राज्यों का मूल्यांकन करके एक रिपोर्ट देकर स्थाई हल की दिशा में काम करे। साथ ही वाटर मैनेजमेंट, सभी तरह के जल को एक यूनिट बनाकर, चाहे वर्षा का जल हो या बाढ़ का जल हो, सबको एक यूनिट बनाकर उसका रास्ता निकाला जाए, तभी इस समस्या का निराकरण हो सकेगा। इसलिए मैं यह कमीशन बनाने की मांग करता हूं जो इस तरह की गड़बड़ को भी देखे और जो फंड रिलीज हो उसको भी देखने का काम करे। धन्यवाद।

If you see the figures of the last 10 years, especially the last five years, the allocation for flood management and the amount we have ploughed from the National Calamity Relief Fund or the newly created NCCF, created on the recommendations of the Eleventh Finance Commission, has not been sufficient. NCCF is a contributory fund between the States and the Centre in the ratio of 75:25, as was told by Shri Devendra Prasad Yadav. The figure comes to three or four times the amount of allocation we have planned for. What sort of planning are we doing? 19.03 hrs (Shri Devendra Prasad Yadav in the Chair) In Karnataka the irrigated land is only 24%. According to Bachawat Award we have to utilise 734 TMC water. Unfortunately this is not happening. The Centre should make it a point that water and water resources are distributed equally among the States. These days regional parties are raising their ugly heads and they are succeeding in their attempt to influence the Centre. This is really a dangerous sign especially for the unity and integrity of our nation. Our Hon’ble Minister Shri Arjun Sethi is here and my humble request to him is to bring a national water policy to put an end to all problems like inter-State river water disputes and other water sharing complications. Now sharing of Krishna waters has become a serious problem. The States involved in the Krishna river water dispute are Karnataka, Andhra Pradesh and Maharashtra.
