Title: Introduction of the Madhya Pradesh Reorganisation Bill, 2000.

THE MINISTER OF HOME AFFAIRS (SHRI L.K. ADVANI): I beg to move for leave to introduce a Bill to provide for the reorganisation of the existing State of Madhya Pradesh and for matters connected therewith.

MR. SPEAKER: Motion moved:

"That leave be granted to introduce a Bill to provide for the reorganisation of the existing State of Madhya Pradesh and for matters connected therewith. "

SHRI SANSUMA KHUNGGUR BWISWMUTHIARY (KOKRAJHAR): Sir, I support these three Bills for creation of Uttaranchal, Jharkhand and Chattisgarh. But, at the same time, I strongly demand that the Government of India should introduce a similar Bill in Parliament for creation of long-awaited separate State of Bodoland without any further delay. … (Interruptions)

Now, shall we go to the Item No. 11 : Uttar Pradesh Reorganisation Bill?

SHRI L.K. ADVANI: Sir, I beg to move for leave to introduce a Bill to provide for the reorganisation of the existing State of Uttar Pradesh and for matters connected therewith.

SHRI L.K. ADVANI: Should I move the third Bill also?

MR. SPEAKER: Yes, you can move the third Bill also.

SHRI L.K. ADVANI: Either it could be one by one or, I will move all the three Bills, and when there is debate, I will reply. I am entirely in your hands. As you please.

SHRI K.P. SINGH DEO : It should be one by one.

SHRI L.K. ADVANI: Sir, I am saying so because I found that those who rose to oppose the Bill, several of them have nothing to say about the Madhya Pradesh Reorgansiation Bill. But they were speaking about the Bihar Reorganisation Bill and the Uttar Pradesh Reorganisation Bill. Therefore, I have pointed out to you that it is entirely upto you.

MR. SPEAKER: You please reply one by one.

SHRI PRIYA RANJAN DASMUNSI (RAIGANJ): Yes, Sir, the reply should be one by one. Introduction also should be one by one because issues are different.

श्री लाल कृष्ण आडवाणी : अध्यक्ष महोदय, मैं ध्यान से सभी सदस्यों को सुन रहा था जिन्होंने इस मध्य प्रदेश पुनर्गठन विधेयक के पुर:स्थापित होने पर भी आपत्ति उठाई। मुझे इस बात की प्रसन्नता है कि अधिकांश सदस्यों ने सिद्धांतत: इसका विरोध नहीं किया । कुछ लोगों ने किया। कुछ लोगों ने तो कहा कि छोटे राज्य बनना यानि देश का विघटन होना है। कुछ ने कहा कि छोटे राज्यों के हम पक्ष में हैं लेकिन जिस प्रकार इन बिलों द्वारा प्रावधान किया जा रहा है, उसमें हमारे कुछ रिजर्वेशंस हैं और उसमें निर्णय करने से पहले कुछ सलाह-मशविरा करके करना चाहिए। ये जो दो अलग-अलग द्ृष्टिकोण आये और उसमें यह माना गया कि कुछ लोगों ने कहा कि आखिर देश भर में कई भागों में छोटे राज्यों की मांग है तो सरकार ने पिक एंड चूज क्यों किया ?Why is the Government selective, बसुदेव आचार्य जी ने कहा। मैं इस बात को स्पष्ट करना चाहूंगा और मैं इस बात से परचित हूं कि देश के अलग-अलग भागों में अलग-अलग कारणों से काफी राज्यों की मांग है। इतना हम सब जानते हैं कि सन् १९५६ में जब राज्य पुनर्गठन विधेयक संसद द्वारा पारित हुआ तो उस समय राज्य पुनर्गठन आयोग गठित करते हुए हमने कहा था कि इस बात का ध्यान रखा जाएगा, इस बात का ध्यान रखा जाएगा, एडमनिस्ट्रेटिव औऱ फाइनेंशियल वॉयबलिटीज का ध्यान रखा जाएगा लेकिन सबसे बड़ा फैक्टर उस समय लैंग्वेज था। It was essentially a linguistic reorganisation of the State.
