Then, proper irrigation is not there. The rain water is not properly harvested. That means, there is a drought. The ground water is also going down. The sea water is also coming down. This is the thing that is happening. Therefore, the backward area is becoming the most backward area. What is the remedy for it? We have to choose it as a thrust area. I would like to request the Government that at least one Parliamentary constituency in each and every State should be taken as a nodal area, that is a sample area, where you can improve in certain areas so that the backwardness can be eradicated. For that purpose, this Bill is very useful. Different Departments should co-ordinate. For example, we are not having a broad-gauge line. Even for conversion of a line, which was announced this year, only a sum of Rs.5 crore has been allotted. That is not sufficient. It needs about Rs.250 crore. When are we going to get that broad-gauge line? How can that area become a developed area? Therefore, industrial backwardness is there. Transport facilities are not available. Infrastructure facilities have to be improved. Whether the hen is before or the egg is before, that is the question we have to answer.
