Background

1. The Applicant, through his RTI­application, wanted to be informed by the PIO, South East Railway,  Bilaspur about the subject matter of a letter No. 350E/HOER/O(Policy) dated 27.02.2004 of Railway  Board.  He, in addition, also desired to have a copy of the said letter. 

2. The   CPIO,   thorough   his   reply   dated   06.07.2010,   expressed   his   inability   to   furnish   the   above  information to the Applicant as it was found to be unavailable in their records after a search. The  Appellate Authority, on 28.07.2010, in response to Applicant's 1st­appeal dated 27.07.2010, endorsed  the CPIO's reply.
