SHRI YASHWANT SINHA (HAZARIBAGH): Madam Speaker, I beg to move, with your permission, the following motion:

“That despite repeated discussions on price rise in the House, the burden of price rise on the common man is continuing. Expressing deep concern over price rise, this House calls upon the Government to take immediate effective steps to check inflation that will give relief to the common man.”                     Madam Speaker, this House has been forced to discuss the burden imposed on the common man, on the Aam Aadmi. … (Interruptions)

          जैसे मैंने अपने प्रस्ताव में कहा है कि ऐसा लगता है जैसे चर्चा हुई, बात आई, बात गई। उसका असर कहीं देखने को नहीं मिला। इसीलिए इस बार का जो प्रस्ताव है, उसमें यह साफ शब्दों में लिखा हुआ है -  “This House calls upon the Government to take immediate effective steps to check inflation that will give relief to the common man.” यानी सरकार इस बार की चर्चा के बाद जरूर ऐसे कदम उठाएगी जिससे आम आदमी को महंगाई की मार से राहत मिलेगी।        मैडम, मैं इस बात को गंभीरता से कहना चाहता हूं कि यह सदन केवल एक टॉकिंग शॉप नहीं है। हम यहां पर आकर सिर्फ अपनी बात रख दें, उधर की बात सुन लें। यह तो स्कूल की डिबेट में भी होता है। यह सदन स्कूल की डिबेट करने के लिए नहीं है, यह सदन सरकार के ऊपर दबाव बनाने के लिए है कि सरकार इस सदन की आवाज़ सुने। यहां जो सुझाव दिए जाते हैं, सरकार उन पर अमल करे और तुंत कार्यवाई करे। इसीलिए मैं अपनी बात की शुरुआत इस बात से करना चाहता हूं कि हम आज यह चर्चा करेंगे। चर्चा नियम 184 के अंतर्गत हो रही है। उसके बाद इस पर मतदान होगा। लेकिन मैं आशा करूंगा कि इस चर्चा के बाद जब हम मानसून सत्र में चर्चा करेंगे और फिर शीतकालीन सत्र में मिलेंगे तो उस समय सरकार यह सुनिश्चित करे कि महंगाई के ऊपर दुबारा इस सदन में चर्चा करने की आवश्यकता हो ही नहीं, यानी महंगाई के ऊपर निश्चित रूप से नियंत्रण पाया जाएगा, खास तौर पर खाद्यानों की महंगाई, फूड इनफ्लेशन।
