Let the judiciary take this into account that a prolonged litigation in relation to crimes against women becomes another infliction on women और इसीलिए ज्यूडीशियरी, लैजिस्लेचर एग्जीकयूटिव, सब का इस मामले में जो दायित्व है, मुझे विश्वास है कि वे उसे निभाएंगे। अनेक सदस्यों ने वूमेन रिजर्वेशन बिल की बात कही है। मैं इस बारे में इतना ही कहना चाहूंगा कि हमारे मन पर इस का उतना बोझ नहीं है कि सदन में कन्सेंसस नहीं है। वह इतनी बड़ी बात नहीं है। यह ठीक है कि कन्सेंसस हो तो बहुत अच्छी बात है, लेकिन मैं जानता हूं कि जिस समय इस सदन में पहले ही दिन यह बिल पेश किया जाने वाला था, तब प्रधान मंत्री जी के पास एक दल के नेता गये और कहा कि मेरा आपसे अनुरोध है कि आज इसे पेश न करें, सब दलों की एक बैठक बुलायें और उनसे राय करके उसके बाद पेश करें। वैसे उस समय हमारे कुछ सदस्यों ने कहा कि नहीं, पेश हो जाना चैहिए, लेकिन प्रधान मंत्री ने उनकी राय मान ली और कहा कि अध्यक्ष जी को कह दीजिए कि इसे आज पेश नहीं करते हैं, मैं सर्वदलीय बैठक बुलाऊंगा और अगले ही सप्ताह सर्वदलीय बैठक बुलाई गई, जिस सर्वदलीय बैठक में यद्यपि अलग-अलग मत दिये गये, लेकिन अलग-अलग मत दिये जाने के बाद भी प्रमुख ५-६ पार्िटयों ने कहा कि पहले इस विधेयक को इसी रूप में पेश किया जाये, जिस पर कह सकते हैं कि कन्सेंसस था, that the Bill in its present form must be introduced. SHRI L.K. ADVANI: I do want to spell out the details of the difficulty that I have. I have merely mentioned the difficulty. मैं कलेम नहीं कर रहा हूं कि कंसेंसेस या युनेनमिटी जब तक न हो तब तक नहीं करना चाहिए।
After all, even in that meeting, there was no unanimity. But it was a consensus.

I believe, Shri Sharad Pawar was also there who was known to be supporting this measure. We said, even if there were unfortunate disturbances, we have to get it through. That was our request. SHRI L.K. ADVANI: As I said, you will appreciate why I cannot go into the details. I do not want to cast a blame on anyone. I have merely tried to explain what are the limitations of the Government. The Government is still of that view.
I had deviated from my main theme only because this was mentioned by many Members. Almost all the women Members did refer to it. Therefore, I have tried to explain the Government's viewpoint so far as the basic issue is concerned. महिलाओं पर अत्याचार रोकने के लिए यह सरकार किसी भी प्रकार से कसर नहीं छोड़ेगी। मुझे आज के अवसर पर बहुत खुशी है कि सदन के सभी सदस्यों ने और सभी वगर्ों ने इस मामले में सरकार का साथ देने का संकल्प प्रकट किया है।
