DR. MANMOHAN SINGH: Advaniji, I would respectfully submit that it does not behove, I think, for anyone in this House to create a rift between the Services and the Government of the day.
SHRI L.K. ADVANI :  I am not creating a rift. I am simply saying, I am conveying their feelings. And I am saying that earlier also when you did this and the Finance Minister made that statement, he must have made it with due responsibility. He said it in his Budget speech. And yet if it has not been implemented, it is a matter of concern.
DR. MANMOHAN SINGH: Whatever the Finance Minister stated has been implemented. I repeat, whatever the Finance Minister stated in his Budget speech, has been implemented.
SHRI L.K. ADVANI :  Well, if it has been implemented, I am very happy. But I can tell you that this is not the feeling that I got from the ex-servicemen. Therefore, I thought it my duty to convey it to you and to the House. … (Interruptions)
  प्रधान  मंत्री जी एक विषय और है। मुझे याद है कि इस विषय पर मार्च 2009 में, मैंने पार्टी की  ओर से यह सवाल उठाया था कि हिन्दुस्तान में हमें संसाधनों की आवश्यकता है। हम संसाधन कहां से लायें, क्योंकि देश की गरीबी खत्म करने के लिए, पिछड़ापन खत्म करने के लिए, रोजगार उपलब्ध कराने के लिए, इफ्रास्ट्रक्चर फुली डेवलप करने के लिए हमें काफी खर्चा चाहिए। मैं वर्षों से सुनता आया हूं, जब से मैं संसद में आया कि हिन्दुस्तान में कितनी ब्लैकमनी है, कितना काला धन है और वह काला धन विदेशी बैंकों में जाकर जमा होता है। ...( व्यवधान) मुझे याद है कि मैंने जब वक्तव्य दिया था तब मैंने कहा था कि विदेश में बहुत सारे सशक्त देश जैसे जर्मनी, अमेरिका वगैरह आज आर्थिक संकट में हैं। इसलिए उन्होंने अभियान चलाया है कि स्विस बैंक्स और टैक्स हैवेन्स में जो गोपनीयता है जिसका लाभ उठाकर बहुत भ्रष्ट तरीके से धन कमाने वाले या टैक्स इवेजन करके धन कमाने वाले वहां पैसा जमा कराते हैं, उनके ऊपर दबाव जर्मनी और अमेरिका जैसे देशों से पड़ रहा है। उसका परिणाम भी निकल रहा है। अच्छा होगा कि भारत इसमें रूचि ले और हमारा जो धन विदेशों में है, उसको वापस लाने के लिए प्रयत्न करे। संसद को संबोधित करते हुए राष्ट्रपति जी ने उसका उल्लेख किया है। पहली बार उल्लेख हुआ है इस धन का। मुझे खुशी है, मैं इसका स्वागत करता हूं, लेकिन मुझे जानकारी नहीं है कि प्रगति कितनी हुई है? जिक्र हुआ है कि हमने अपना कानून अमेंड किया है, कुछ देशों से निगोशिएट कर रहे हैं कि वे हमारे साथ एग्रीमेंट्स करें, जिनके साथ हमारे एग्रीमेंट्स हैं, उनको रिवाइज करने की कोशिश कर रहे हैं। प्रधानमंत्री जी पहले व्यक्ति थे जिन्होंने मेरी बात को एंडोर्स करते हुए कहा कि हमारी सरकार करेगी इस काम को।...( व्यवधान)
          राव इन्द्रजीत सिंह जी ने स्वाभाविक रूप से सरकार की प्रशंसा की कि सरकार ने यह किया, वह किया, बहुत अच्छा है। उन्होंने यह भी कहा कि पिछले चुनावों में जितनी सफलता सरकार को मिली उसका प्रमुख कारण था कि हमने किसानों को राहत दी। जिस साल यानी 2008 में सरकार ने यह राहत दी, उस साल, नेशनल क्राइम रिपोर्ट ब्यूरो के अनुसार, 16196 किसानों ने आत्महत्या की। यह उस साल की रिपोर्ट है।...( व्यवधान)

SHRI L.K. ADVANI :  It is not. It is that year only and not only that year, but mainly in Maharashtra and Andhra.  … (Interruptions) 16,196 farmers committed suicide in the year 2008. Maybe, because most of those  who commit suicide are those who do not take loans from banks. आपके उस प्रावधान का यह नतीजा हुआ कि बैंकों को अपने बैलेंस अकाउंट ठीक करने का मौका तो मिल गया, लेकिन किसानों को राहत नहीं मिली। किसानों को राहत देने के लिए मुझे इसमें दो ही बातें महत्वपूर्ण लगीं...( व्यवधान) राव इन्द्रजीत सिंह जी ने जो बातें कहीं, उनमें कई तो मेरी समझ में नहीं आईं कि कहां से कहीं।

DR. MANMOHAN SINGH: Shri Advani, I want to ask you one question. How many times did Shri Jaswant Singh have talks with the US Government Representative?  Was the Parliament ever informed about those dozen times that the two met- Mr. Strobe Talbott and Shri Jaswant Singh? Why are you expecting me to answer your hypothetical questions?  

SHRI L.K. ADVANI :  I say this because it has been reported and very emphatically that the whole agreement was to come about when Mr. Musharraf was in the States. This is the latest buzz word.… (Interruptions) They are concerned very much about Afghanistan. They feel that from Afghanistan they would have a very bad defeat if something does not happen. Therefore, he says: “We are keen to see that the road to Kabul goes through Kashmir.” … (Interruptions) If there is no substance in it, I would be happy. All that I am saying is that if there is even an iota of truth in this kind of a thinking, then the country cannot be taken for granted; Parliament certainly cannot be taken for granted.
