          The other important point, I would like to bring to the notice of Shri Rajnath Singhji is that you are saying that those Hindus, Sikhs, Christians, Parsis, Jains and Buddhists who are coming for getting the residentship have to stay in this country for 6 years and after that, they could apply for it. Now, if you are sympathetic to Bengali Hindus and बंगाली वोट लेना चाहते हैं तो फिर आप यह छः साल क्यों रखते हैं? बोलिये कि जो लोग यहां हैं, उन लोगों को वोटिंग राइट मिलेगा। Leave the period of six years altogether. Give them immediate citizenship. Many of them are already citizens of this country. Why are you discriminating against them that they have to go and apply again? Why should this happen? Madam, please try to understand that this is a sensitive issue. Now, what has happened is, the Bengali Hindus, who have come from Bangladesh are proving to be the victims. Why should this happen? When this Bill is being introduced by Shri Rajnath Singhji, the militant outfits in Assam are up in arms against the Bengali Hindus. Do you know what happened in Tinsukia near Dibrugarh? The ULFA (Independent) people shot dead five innocent Bengalis who were drinking tea at a tea stall.

SHRI BHARTRUHARI MAHTAB :   But here is something that there are fault lines and those fault lines were covered after Independence by respective leaders, by respective Governments. Why should we rake up Bangladesh issue now? We have a friendly Government in Bangladesh.  What was happening, I think, ten to fifteen years ago has subsided to a very great extent. Our North-East has become peaceful comparatively. The ULFA, which was getting all types of insurgency support from Bangladesh, has been curbed. Can we not keep Bangladesh issue for posterity, for a later date? Let us keep our Western front peaceful and those who want to come or those who have come, provide them citizenship. You may confine it to Afghanistan and Pakistan. If you are not opening up Myanmar and if you are not including Sri Lanka, then similarly, do not include Bangladesh.

My question was: Can a regularised person also buy property? When you say that you have legalised the stay, then does legalising the stay mean granting citizenship? We are dealing with citizenship. So, when you are using the words, “They are regularised” and “They are legalised”, what does this mean? Actually, the heart bleeds. See the condition of Assam today. It has gone to such a level where the Union Government has to form a Panel to determine which are the seats to be reserved for the Assamese. My only suggestion to the Minister and to this Government is, make it indigenous. हमारे पूर्ववक्ता श्री अहलुवालिया जी ने बंगाली में अपना भाषण दिया, वे घर में बोलते हैं। There are many Bengali Hindus who speak Assamese  very fluently.  If you say ‘indigenous’, that will also take care of Bodos. There is another menace, that is ULFA. You have to tackle that.
