There has been a campaign in the country by all the people, and we are glad. We should fight Pakistan till to the last to stop their cross-border terrorism. But what Shri L.K. Advani acknowledged?

Bhavna Chikhaliaji, I respect you. If any woman is dishonoured, we shall not encourage it. Nobody can accuse that the people of Gujarat are bad. We feel great in the history of India. It was a nation led by no less than Mahatma Gandhi who formed Gujarat. The great lady Kasturba Gandhi was from Gujarat. The prayer song of Mira Bai started from Gujarat and then to other areas. We cannot forget the great architect, heritage of Hindu culture which was preserved in the Somnath Temple. We cannot denounce any part of Gujarat history, the people of Gujarat and their contribution. No less than Gurudeb Tagore said that ‘I stayed with my brother Satyan Thakur ( who was ICS and Collector in Ahmedabd). If I would not have been in Gujarat, I would have missed what India is." And, he composed his great story "Hungry Stone."

But what does Advaniji admit? The hon. Home Minister is from Gandhinagar. It is not the charge made by Congress. It is not the charge of any party here. It is the charge levelled against the Government of Gujarat by no less than the Home Minister. He levelled charge against the Government of Gujarat in response to what Shri Omar Abdulla said on the discussion on a Motion on 30th April, 2002. When Shri Omar Abdullah said that ‘we are on the defensive track; we are batting on the back foot. Our campaign of secularism, socialism, democracy, communal harmony is now the diminishing point in the whole world’, Shri L.K. Advani said:

"११ सितम्बर को जब वहां काण्ड हो गया, न्यूयार्क में और वाशिंगटन में, उन्होंने उसको भुगता तो उसके बाद एक जबरदस्त परिवर्तन आया, विश्व जनमत में, जिसके कारण हमारा शत्रु, जिसने प्रॉक्सी वार छेड़ रखी थी, वह एक प्रकार से कोर्नर हो गया था।"

After the 11th September, 2001, Pakistan was cornered. But Shri L.K. Advani said in the second sentence:

"मैं मानता हूं कि इन दिनों में जो कुछ हुआ, गोधरा और गुजरात में, उसके कारण सबसे अधिक किसी को आनन्द प्राप्त हुआ है तो उनको हुआ है।...."
 

  It is not our observation. It is the observation made by the National Human Rights Commission, which is a sovereign body appointed by the President of the Republic of India. Will we not give even scant respect to their observation? Will we not give any respect to the observation of the media? Will we not give respect to the observation made by the women delegation which went and met the Prime Minister? Will we not take stock of the situation at least now?

Mr. Speaker Sir, I would explain to you as to how it was pre-planned. The Chief Minister Shri Narendra Modi – of course, he was entitled to do it in his capacity as the Chief Minister – changed 26 police officials from their respective districts just five days before the dissolution of the Assembly. What was the motive behind this move? If he was so sure as to dissolve the Assembly, how could he do it? Which is the place where we can discuss the rehabilitation package? The Assembly was the right forum. Yes, Parliament can also discuss the rehabilitation issue, provided there is the President’s rule in the State. Shri L.K. Advani may please tell us in his reply as to whom Shri Narendra Modi is accountable now? Is he accountable to the State Assembly? No. Is he accountable to the Parliament? Of course, not. So, where do we stand?
