Immediately after this incident, they planned to have a snap poll. We have been demanding that a Government which sponsored ethnic cleansing, a Government which actively participated in the communal riots, has no moral right to stay in power. Not only we from the Opposition have been demanding this, but even their own ally in the Telugu Desam has also vociferously demanded that Shri Narendra Modi should be removed and replaced by another Chief Minister. I do not know whether they are still asking for the removal of the Chief Minister. They are silent now that the State Assembly has been dissolved and elections have been announced. The Government has approached the Election Commission to hold elections before October. But I have not seen any statement from the TDP opposing this move of the Government. Probably they will oppose it to get another ten lakh tonnes of foodgrains.

We have been demanding, our Party has been demanding, for the removal of Shri Narendra Modi. Why have we demanded that Shri Narendra Modi should be removed and that there should be President’s Rule? Why have we demanded that election should be held under President’s Rule? Free and fair elections cannot be held if Shri Narendra Modi is in power. How can there be a free and fair election when the entire State machinery actively participated in the ethnic cleansing, mayhem and carnage? How can there be a free and fair election when the Ministers of State Government actively participated in looting, murder and rape? How can there be a free and fair election under the Chief Ministership of Shri Narendra Modi? What are they telling? We raised this issue in the last Session also. We have been hearing that State Government of Gujarat wanted to close down all the relief camps. They issued orders that from 1st May, there would be no relief camps. But, still there are fifteen relief camps and still more than 25,000 people are staying in the relief camps. Where will they go?

 

  It is not our observation. It is the observation made by the National Human Rights Commission, which is a sovereign body appointed by the President of the Republic of India. Will we not give even scant respect to their observation? Will we not give any respect to the observation of the media? Will we not give respect to the observation made by the women delegation which went and met the Prime Minister? Will we not take stock of the situation at least now?

Mr. Speaker Sir, I would explain to you as to how it was pre-planned. The Chief Minister Shri Narendra Modi – of course, he was entitled to do it in his capacity as the Chief Minister – changed 26 police officials from their respective districts just five days before the dissolution of the Assembly. What was the motive behind this move? If he was so sure as to dissolve the Assembly, how could he do it? Which is the place where we can discuss the rehabilitation package? The Assembly was the right forum. Yes, Parliament can also discuss the rehabilitation issue, provided there is the President’s rule in the State. Shri L.K. Advani may please tell us in his reply as to whom Shri Narendra Modi is accountable now? Is he accountable to the State Assembly? No. Is he accountable to the Parliament? Of course, not. So, where do we stand?

The life of the Assembly was till 18th of March next year. Shri Narendra Modi says we are power hungry. We never asked for the resignation of the BJP Government. We said Shri Narendra Modi must go. When hon. Members Shri K. Yerrannaidu and Shri Devendra Prasad Yadav talked, they never said that the BJP must go. I also made a statement that Shri Narendra Modi must go. The BJP had a clear mandate of 114 seats. They could have remained there. We said Shri Narendra Modi must go. The Government, which was elected for five years, could continue. The life of the House was till 18th of March next year.
