The speaker, Dr. Monomohan Das from West Bengal, is referring to Dr. B.R. Ambedkar. What does it indicate? It is this custom and religious belief, it is this social stigma which is growing on in the rural India.
According to the Census figures of 2001, the total population of this country is more than 102 crore as admitted by the Registrar General of India. The population of the Scheduled Castes is nearly 18 per cent which means that we are nearly 19 crore or 20 crore people in this country. I want to know from Shri Swami who is representing the Home Ministry, and Shri Ram Naik and Dr. Jatiya who are Cabinet Ministers as to how much time is allotted for this Parliament to discuss the issue of 20 crore people. I will request Shri Ram Vilas Paswan, Shri Ramji Lal Suman and others to take account of this Parliament, whether it is discussing drinks like coca-cola or it is discussing this burning issue of 20 crore people. I am very much concerned about it.

SHRI BASU DEB ACHARIA : Sir, in order to implement this article, an Act was enacted in 1955 which is called the Protection of Civil Rights Act, 1955 which primarily deals with offences relating to the practice of untouchability. There are atrocities on the Scheduled Castes, Scheduled Tribes in spite of article 17 of the Constitution. In spite of the Protection of Civil Rights Act, 1955 this untouchability is still continuing. It is being practised in the villages of our country.

SHRI RAM NAIK: I have also a submission. On many occasions what we do is that those who want to speak, they should speak. Many times it has happened that the debates on Railway Budget even goes up to 4 o’clock in the morning. So, my suggestion would be that those who want to speak, should speak today (Interruptions)
