1. The appellant filed an application under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Ministry of New and Renewable Energy, Govt. of India, New Delhi, seeking information on five points pertaining to promotion given to one Shri Gaj Raj Singh under Flexible Complementing Scheme (FCS) and Modified Flexible Complementing Scheme (MFCS) including, inter-alia, (i) note sheets, proposal, assessment reports (Stage 1 and Stage 2) for assessment under the scheme, and (ii) references, if any, made to DoPT or any other dept. in respect of promotion of Shri Gaj Raj Singh.

Nonetheless, the appellant was requested to inspect the relevant records. However, he chose not to inspect the same.

Decision:

The Commission, after hearing the submissions of the respondent and perusing the records, observes that the appellant has sought information regarding promotion given to one, Shri Gaj Raj Singh under Flexible Complementing Scheme and Modified Flexible Complementing Scheme which pertains to a third party, namely Shri Gaj Raj Singh the disclosure of which has no relationship to any public interest and would cause an unwarranted invasion of the privacy of the third party. Nonetheless, an opportunity to inspect the relevant records was given to the appellant. Hence, no further intervention of the Commission is required in the matter.
