*SHRI CHARLES DIAS (NOMINATED): I am thankful to you for giving me this opportunity to express my views on the discussion “Increasing atrocities on Scheduled Castes and Tribes.” This subject has got some relevance to discuss in this august House. Scheduled Castes and Tribes form about 23% of the population of our country. Even after 63 years of independence and after introduction of a variety of schems and projects for the welfare of the SC/ST and after spending thousands of crores of ruppes, the situation of the SC/ST has not improved much.
