Then, with respect to the conditions that may be laid down for carrying out the modifications to engine, etc., all the authority is concentrated with the Central Government. The State Governments, with their own problems, with their own local conditions, do not come into the picture at all. I think that in these days of decentralisation, this is an area that needs a greater attention.
I will make a last point and I will conclude. The Bill is good enough but then there are several other problems that must be considered. Now, here we know that adulterated fuel is also one of the major causes for pollution. We have just heard the hon. Minister, Shri Ram Naik telling us about LPG, etc. That apart, the ordinary machinery that we have for the detection of adulteration of oil that creates a lot of problems not only with respect to the old cabs and cars but even with respect to the newer ones also.
