Shri L.K. Advani --- who sits at number two seat and who is always trying to go at number one seat, and at least this time Shri Prafful Goradia also wants him to be at number one seat as per his latest issue of BJP Today --- says that ‘in case of coalition politics, there is no question of any ideology.’ This is today’s politics in this country that political ideology has no relevance! Relevance is to be in power, to acquire power! Shri Advani has openly complimented the decision of formation of this Mahajot. I do not mind. Let there be Mahamahajot. They say that the Congress is welcome to join it. Mahajot of BJP, TMC and Congress! It is a wonderful Mahajot. Have it. We do not mind.

SHRI SOMNATH CHATTERJEE : Shri L. K. Advani, the Home Minister, one of the greatest lights of BJP and NDA has welcomed Shri Ghani Khan Chaudhary or Congress to be in their Mahajot. I do not mind. Let there be any number of Parties. Now this BJP which abuses Congress Party day in and day out, maybe on the basis of their perception, is abusing the Congress for what they are doing in Bihar. They are abusing Congress for what is happening in Madhya Pradesh. And the very same Congress is welcome so far as West Bengal is concerned. This is the ideology of this Party. We may find some day that Shri Ghani Khan Chaudhary addressing public meetings in Malda with Pandit Sudarsan together on the same platform. With a tika on his forehead probably one day he will put on a Khaki short and indulge in RSS parade. We may have to see that some day. This is the position and, of course, Shri Ghani Khan Chaudhary has thrown us to the Bay of Bengal on many occasions. …(Interruptions). We swam back to the shores with greater vigour and greater power and greater strength. I do not know what will happen to our friend Shri Ghani Khan Chaudhary if he is taken to Hardwar and made to bathe in the icy waters to remove all the sins he has committed all these years.
1541 hours (Shri Basu Deb Acharia in the Chair) So far as the electoral reforms are concerned, there have been many many committees which have made unanimous recommendations. Shri L.K. Advani is a party to it and Shri Atal Bihari Vajpayee was a party to the 1971 committee. But, most of those recommendations have remained unimplemented. Shri L.K. Advani as the Home Minister constituted a committee regarding State funding with Shri Indrajit Gupta as the Chairman and Dr. Vijay Kumar Malhotra as a member. They gave unanimous recommendations. But why are they not being implemented? Does it require another committee to sit on them? If there were proposals which would have helped strengthen the parliamentary democracy and the common people, did you ever find us wanting? Let us know this. So, what is the purpose of this committee?
Why are we worried? It is very easy to say that the basic structure of the Constitution will not be affected. It cannot be amended because the Supreme Court has said that the basic structure is beyond the reach of even Parliament. But the Home Minister, one of the most leading lights of this Government, has said:
"The basic structure doctrine does not bind us to parliamentary democracy."
This was the observation of Shri L.K. Advani.
SHRI S. BANGARAPPA (SHIMOGA): That means they can even amend the basic structure of the Constitution.
