SHRI BUTA SINGH : Article 338 of the Constitution enjoins on the President of India a special duty to protect the life and property of the Scheduled Castes and the Scheduled Tribes in this country. Under this Clause, the President of India has appointed a Commission for Scheduled Castes and Scheduled Tribes. Sub-clause (a) of Clause 5 reads as follows: -
