I would urge the Government to consider this point and also request the hon. Prime Minister to withdraw the office memorandum that has been issued and which has negated whatever benefit was given to our Dalits, Scheduled Castes and Adivasis.

>DR. SUBRAMANIAN SWAMY (MADURAI): Sir, I must congratulate the vigilant Members of Parliament, particularly belonging to Scheduled Caste communities, to have brought this to the notice of the nation. They had to, yesterday, stop the proceedings of the House because they have been waiting since January for action from the Government. The Government has not acted on the usual democratic process where they met the Prime Minister in a delegation and apprised him. No follow-up action was there. So, there was no other way for them to bring it to the notice of the House and they brought it very effectively yesterday.

DR. SUBRAMANIAN SWAMY : Let the Ordinance be brought forward. If we leave it to the Members, maybe, they can be consulted during the inter-session period. ... (Interruptions)

SHRI VARKALA RADHAKRISHNAN : No Ordinance should be issued when the House is in Session. I have no grudge against all this because Dr. Swamy will speak almost anything.

MR. DEPUTY-SPEAKER: Swamis can speak anything! Please do not interrupt.

DR. SUBRAMANIAN SWAMY : At least, the Prime Minister can announce the immediate withdrawal of the O.M. and also say that by the time the House meets after the recess, we can have this matter rectified.
