>SHRI B.M. MENSINKAI (DHARWARD SOUTH): Mr. Chairman, Sir, I am thankful to you for giving me the opportunity to speak on this Bill. Regarding the acquisition point of view, I would like to say that the Government has got the powers to acquire any land for the purpose of public utility. The law is clear about it. But then the question comes about the compensation. When the question of compensation comes, the market value is stated. But while considering the market value, there is black money used at the time of registering the document of purchase and sale in the Registration Office. Suppose the value of a land is Rs. 100 in the market, that is put in the Registration Office at the rate of Rs. 50 only. Like that, if the value of a land per acre is Rs. 50,000 in the market, it will be taken as Rs. 25,000 per acre in the Registration Office during the time of registration. So, it is very difficult for the Government to find out the real market value for acquiring the property of the agriculturists.
