State Government does not consider the BPP as

State respondents, on the ground that the Bachelor Preparatory Programme
(BPP) Certificate submitted by the petitioner was not equivalent to a HSLC
Certificate ... writ petition, on the ground that the
petitioner's BPP Certificate was not equivalent to a HSLC Certificate.
