accordance with the LODR Regulation, as well as the fine so levied on the
CD is paid ... that the CD has neither completed necessary
compliances in accordance with the LODR Regulations nor has paid the
fines levied for such non-compliances
made out for levy of penalty for
violation of Regulation 48 of LODR Regulations.
