appointment were made without advertising vacancies ... quashing of appointment orders

prejudice was caused to petitioner by making

process of open competitive selection, such appointments are
considered to be irregular.

Subject to these three requirements being satisfied, even if the
appointment process did not involve open competitive selection, the
appointment would be treated irregular
