appointed as Foreman Grade-II in the
appellant Corporation under BC-Priority-Woman quota by order dated
31.01.2011. She was sponsored by the Commissioner
appointment issued to the petitioner, the petitioner was appointed in
priority category - BC-Woman. Even in the remarks column, it is indicated
that the petitioner ... furnished are found
defective or suffers infirmity and not inconsonance with the priority /
selection rules prescribed in various Government Orders. After completion of
more than
Kuppusamy, who is also coming under BC category. Since
the said Mr.Kuppusamy is coming under priority category of PSTM, for whom ... fixed for PSTM candidate being
different, other than the one meant for BC category, the comparison made by
the petitioner with Mr.Kuppusamy
with Registration No.29206705 being destitute widow belonging to BC category, coming under the priority category, was invited to take part in the certificate verification ... with a priority candidate viz., D.Sudha, who is a destitute widow and also the cut-off mark for destitute widow BC is 30. Hence
qualifications in Tamil, as found in the notification she is
entitled for priority quota for the students who have studied in Tamil
medium. Though ... considered under Persons Studied in
Tamil Medium [PSTM] quota under BC [Woman]. However, 6

persons who have secured less
belongs to BC community and had studied
requisite educational qualifications in Tamil medium, he is to be
considered under the priority quota reserved for persons ... priority quota of PSTM
have all produced such certificates. Since the petitioner has not
produced that certificate, he was not considered under the priority
quota

considered under the priority quota for PSTM.
3.The learned Special Government Pleader representing
the respondent ... were not considered
under the priority quota, but only under Backward Class [General
Turn]. The cut off mark for BC [GT] was 64 whereas these
