and a Bus Checking Report (BCR) was also prepared, which was
signed by the appellant and the driver ... therefore, the remark as made in the way bill and the BCR
could not have been relied upon. It was yet further submitted that
allowance for the purpose of pay fixation on
promotion/financial upgradation (TBOP/BCR) has been examined
in consultation with Department of Expenditure, Ministry of
Finance ... aforesaid benefit of pay fixation on promotion/financial
upgradation (TBOP/BCR) shall also be extended in all similarly
placed cases
rendered in the Mahi Control Board, Udaipur for the
purpose of OTBP/BCR promotion; meaning thereby, after
passing order dated 18.08.2000, the petitioner became
entitled ... past services

The case of the petitioner is that after granting the

application filed by the petitioner he pleaded
that for purposes of TBOP/BCR he completed 26 years service on
01.06.1998. He made a grievance ... benefit. He admitted in
the petition that he had been granted the BCR benefit in the year
2000.

department had a TBOP/BCR Financial upgradation Scheme and
under the said Scheme benefit was granted treating
