10. Lastly, the learned counsel for the petitioner submits that when a thing
is prescribed to be done in a particular manner, it ought to be done in that
manner only. He relies upon a judgement of the High Court of Jharkhand
dated 19.07.2012 passed in WP(S) No. 880/2010, titled: Kumar Satendra
Prasad vs. The Coal India Limited & Ors.
