Shri Arvind Srivastava, learned counsel at the outset has stated that the proceedings under challenge before this Court are mutation proceedings which are summary in nature and the name of a person is mutated for the sole reason of determining the person who is liable to pay land revenue in respect of the land in question. It is contended that no substantive right or title are infringed in mutation proceedings and, therefore, the writ petition is not maintainable.
