11. The petitioner has further placed reliance on the verdict in
R.N.Kapoor Memorial Homoeopathic Hospital and Medical College
v. Union of India; 2019 SCC Online Del 8907, to contend that the
scope of powers of the Central Government as envisaged in the
Homoeopathy Central Council Act, 1973 which are pari materia with
the IMCC Act, 1970, is limited to the deficiencies pointed out by the
Central Council of Homeopathy and that the respondent No.1 ought to
have limited its consideration to the deficiencies that have been
pointed out by the CCH in its inspection report.
