(f) In the case of State of Rajasthan vs. Sharvan Kumar,
Hon'ble Apex Court has observed that simply filing of an
application does not automatically create any rights. The
Government's power to amend is independent, and pending
applications do not obstruct this authority. Applications
should be processed within a reasonable timeframe;
however, no individual has a vested right to the grant or
renewal of a lease, nor can anyone assert a vested right to
have their application handled in a specific manner using
particular provisions.
