(XV) Moreover, right to get salary comes within the ambit of Article
300A of the Constitution of India. Once such right is accrued, it
cannot be taken away even by rule framed under Article 309 of
the Constitution of India by giving retrospective effect. It has been
held by this Hon'ble Patna High Court in Smt. Pratibha Singh &
anr Vs. State of Bihar & Others reported in 1988 PLJR, 646 in
