12. Taking note of the observations of the Hon'ble High Court of
Bombay in the case of Dattatray Bajrang Naik (supra) and looking
to the impugned appellate order dated 09.09.2013, it is clear that the
Appellate Authority was required to consider the grounds taken by
the applicant while passing the appellate order in terms of
parameters laid down in Rule 27 of the CCS (CCA) Rules, 1965.
