19. The learned counsel for the appellant has also
invited our attention to the judgment of the Apex Court in
Suraj Lamp and Industries Private Limited v. State of
Haryana and another [(2012) 1 SCC 656] to canvass the
proposition that by mere agreement entered into by the
Government of India and the appellant for transfer of the
properties of the Government of India, will not make the
transaction a sale so as to confer any rights on the
appellant as an owner of the property. However, in our
considered opinion, the said question will not arise for
consideration in this case, since Rule 21 of Rules, 1996
W.A. No. 1585/2017 : 15 :
itself imposes service charge on the properties of the
Government of India itself for the services rendered by the
Grama Panchayat on account of various factors.
