As already noticed in the opening part of the judgment different Returning Officers read the rules differently and to avoid different interpretation to be given by different prescribed authorities before whom the election petitions had. to be filed. we entertain these writ petitions. In view of the interpretation of various rules given by us in regard to questions Nos. 1 and 2 and the procedure to be followed during election, C. W. P. No; 3284 of 1983 is allowed and the election result declared by the Returning Officer is quashed and direction is issued to hold election amongst the 15 candidates, who are left in the field for the offices of Panches. in accordance with law keeping in view the law laid down in this judgment.
