5. We may note that it is almost twelve years back that this
Court, in the case of International Asset Reconstruction Company
Private Limited v. Union of India4, had taken cognizance of the
similar position and had issued various directions, including the
directions that applications should be numbered serially in a register
and disposed of in a time-bound manner. It is unfortunate that
despite detailed guidelines laid down by this Court still, the position
has not changed.
