applicable) of the subsequent declaration of law in the case of N.R.
Parmar (supra). We do not for obvious reasons agree with the petitioner
that the limitation period under Section 21 of the Act would start from
27th November, 2012 i.e. the date of the said judgment. Failure to
initiate or abandonment after initiation would stand on the same position.
