2) All these petitions are the offshoots of the decision of
the Apex Court in State of Tamil Nadu represented by its
Secretary, Home, Prohibition and Excise Department and others
vs. K. Balu and another reported in (2017) 2 SCC 281 imposing
restriction for opening or running of liquor shops visible from a
National or State highway, directly accessible from National or
State highway and situated within a distance of 500 meters of the
outer edge of the National or State highway or of a service lane
along the highway. The decision was rendered by the Apex Court
on 15th December 2016. Subsequently, the Apex Court has
clarified the said decision on 31st March 2017, 11th July 2017, 12th
July 2017, 13th December 2017 and lastly on 23rd February 2018.
