In Raza Buland Sugar Co. Ltd., Rampur v. Municipal Board,
Rampur [AIR 1965 SC 895], the Constitution Bench of the Supreme Court
considered the question whether the resolution of the proposal to tax which
was required to be published in a newspaper in Hindi was complied with by
publishing it in a newspaper in Urdu. It was held that the provision for
publication was mandatory but publication in Urdu was in substantial
compliance of the requirement.
