applicant was not the consumer of TPC but wanted
to become its consumer and as such, as per the definition of

In view of the aforesaid definition, the consumer includes the
occupier of the premises as well as the owner

to recover arrears of previous consumer and thus, would suffer heavy loss.
Learned counsel for the Respondents ... connection

section 2(15) of Electricity Act, 2003 and Section
