8. Mr. Daphtary contended on behalf of the petitioners that there was no submission within
case. The Government has appealed to this Court. We have heard Mr. Daphtary on behalf of Government and Mr. Kundan Lal Gosain on behalf ... agreed individual who was to make the appointment of the arbitrator. Mr. Daphtary contended that the Chief Engineer had two distinct capacities.
