applicant's name was considered in the DPC, with
promotion deferred due to ongoing disciplinary proceedings
which are under active progress with vacancy ... whereby his
promotion has been deferred.
3. The applicant has contended that the impugned order deferring promotion of
the applicant to the grade of Chief
promoted
from 21.03.2009, but under the scheme he became eligible for deferred
promotion, which was rightly granted ... date, (ii) those securing 73-74 marks are given deferred promotion after
