appellant, Rule 3(3) of the MEPS Rules being statutory, cannot be
ignored by the respondent authorities ... other

MEPS Rules which requires the management of the polytechnic
Rules thereunder;
iii) Whether such an appointment has been approved by
the Education Officer in pursuance of the provisions
