GOVERNMENT OF INDIA, MINISTRY OF

year 2010, the respondents introduced a new policy of MFCS
(Modified Flexible Complementing Scheme) of promotion Group A
Officers for Science and Technology Departments/Organizations
quoted below :-
"1. According to the modified Flexible Complementing
Scheme for Scientists based on the recommendations of the
6th Central Pay Commission vide Office ... respondents.
5. In order to extend the benefit of the Flexible
Complementing Scheme to other scientific departments, the
criteria for identifying an organization as scientific
under the ACP Scheme. It is stated that
the ACP Scheme stood replaced by the Modified Assured
Career Progression (MACP) Scheme with effect from ... administrative reasons and the promotion therein was
governed by the Modified Flexible Complementing Scheme
(MFCS), which is applicable to regular Scientists working
under various Ministries
meantime, Modified Flexible Complement Scheme
(MFCS) replaced the Flexible Complementing Scheme (FCS) for
Scientist of Central Government which have also been adopted by the
ICFRE ... framing Modified Flexible Complementing Scheme Rules,
2011, applicable in Indian Council of Forestry Research and Education
(ICFRE) w.e.f. 01.01.2011 and same was circulated
Group A was blocked following
restructuring under the Modified Flexible Complementing (MFC)
Scheme, which re-designated Meteorologist Grade-I as Scientist-C and
shifted ... implemented in Group A Scientific Cadre by
introducing a Modified Flexible Complementing Scheme (MFCS). It
clarified that a limited FCS was already in place
different dates. As per the extant
Modified Flexible Complementing Scheme (MFCS) issued by
the DoP&T vide OM dated 10.9.2010, the minimum
residency period
which, after 6th CPC , are now modified by DoP&T
naming it as Modified Flexible Complementing Scheme (MFCS) vide
DOPT ... clearly meets the benchmark for being promoted
under the Modified Flexible Complementing Scheme for Scientists, in
as much as the gradings given by the Reviewing
Commission has
made a number of recommendations for modifying
the existing Flexible Complementing Scheme in
operation in Scientific and Technological
Departments for In-situ promotion ... taken:-
1.The recommendation of the Pay Commission that
the modified Flexible Complementing Scheme
proposed by it should be applicable in all the
Departments, including
Scientific Officer (Scientist-D) in March, 1997. Later, on 19.11.1998,
a Flexible Complementing Scheme (FCS) was introduced by the DoPT
vide its OM dated ... recommendations
