19. As against this, the last ... candidate at S. No. 51 is bad because he was considered under RBA category despite the fact that he had submitted his RBA category certificate

powers and jurisdiction to entertain and accept the RBA certificates of private respondents 6

RBA category. His father possess RBA certificate showing that the

applied for issuance of RBA category certificate in the year 2011,
