03.12.2009 addressed to the Registrar of Cooperative Societies (RCS) to
seek the approval of the Registrar in terms of section ... However, this
communication, though addressed to the RCS, was got received in the office
of the Asst. Registrar (Banking). It appears that the respondent bank
through draw of lots held in the presence of DDA & RCS
officials on 23.1.1993. M. A. Hashmi, the then Assistant Registrar,

with RCS officials hatched a conspiracy to create a duplicate
