Transport--New Rule 3 (2) inserted in the General
Rule--Stipulating seniority-cum-merit as basis--- Special
Rules providing selection as basis--Whether the General ... about his recruitment by way of
promotion on the basis of seniority-cum-merit and that the
earlier Special Rules which contemplated the promotion
seniority-cum-merit':-
" With regard to promotion the
normal principles are either merit-
cum-seniority or seniority-cum-
merit. seniority-cum-merit means ... merit' and to delineate the
fine distinction between the criterion of 'seniority-cum-
merit' and the criterion of 'merit-cum-seniority
seniority-cum-merit and merit in the proportion
of 50:50, the following cyclic order shall be
followed:
The first vacancy by seniority-cum-merit ... seniority-
cum-merit.
(ii) second promotion on the basis of
seniority-cum-merit and merit in the proportion of
50:50;
(c) in Services
promotion.
