explicit act or conduct or
(b) creates text or digital images, collects, seeks
that the mail sent by the petitioner contained obscene
messages and sexually explicit acts and videos and in some
cases, she had sent offensive ... submitted

which contains sexually explicit act or conduct shall be
punished on first conviction with imprisonment
