4. Later, in the year 2011, the Vigilance Cell had sought
information vide letter dated 13.01.2011 from the Applicant ... letter
dated 18.01.2011. Eventually, on the basis of advice of Central
Vigilance Commission, the Respondent Department had served
minor penalty chargesheet issued by Respondent
limitation
prescribed in Section 21 of the Administrative Tribunals Act.
The Vigilance Branch had conducted an investigation
regarding the bills submitted by the applicant ... impugned
order (Annexure-1) and also during the inquiry by the
Vigilance Cell. The proceedings before the District Consumer
Forum and the Appeal before
Section, but the
applicant did not inspect the same. The enquiry
