Save as otherwise provided in this Chapter, whoever being an employer or manager of an establishment contravenes any of the provisions ,of this Act or rules made thereunder shall(a)on first conviction, be punished with fine which shall not be less than fifty rupees and may extend to five hundred rupees; and(b)for second and subsequent conviction for contravening the same provision of this Act or rules made thereunder, shall be punished with fine which shall not be less than one hundred rupees and may extend to one thousand rupees
